Under Burlingame's permit-exemption handout, dated December 2025, tiling counts as finish work with no permit needed, and stopping a leak is exempt as long as concealed pipe isn't exposed. Replacing pipe is another matter: the City treats it as new work that needs a permit. So a re-grout or re-tile can go ahead without one, while moving a shower valve cannot.
