Atherton's Building Department says plans and a building permit application are required for bathroom remodels or upgrades, submitted through the ePlan portal. Its general notes list requirements such as GFCI protection for all bathroom receptacles, exhaust fans vented to the outside, 1.28 gallon-per-flush toilets, and shower wall finishes that reach at least 70 inches above the drain.
